THE ABERDEEN CITY COUNCIL (CITY
CENTRE AREA ‘COVID-19 SPACES FOR
PEOPLE’, ABERDEEN) (TEMPORARY
TRAFFIC MANAGEMENT) ORDER 2020
Aberdeen City Council has made the above-named order in terms
of its powers under Section 14(1) of the Road Traffic Regulation
Act 1984.
The effect of the order, which will come into operation from 00:01 on
3 December 2020, for a period up to eighteen months, is to impose
the following traffic management measures on certain roads in
Aberdeen (Please note these are principally restating temporary
restrictions that have already been established on the ground;
albeit, it does provide for amendments and new additions): -
• A prohibition of vehicles waiting at any time will be established on
the west side of Exchange Street, from its junction with Imperial
Place, northwards for a distance of 10 metres or thereby.
• A prohibition of vehicles waiting at any time, and additionally a
prohibition of loading between 11.00am and 4.30pm on any day,
will be established on Union Street (between its junctions with
Market Street and Bridge Street); Back Wynd, Belmont Street,
Gaelic Lane, and Little Belmont Street.
• There will be a prohibition of waiting at any time except for taxis
on Exchange Street - West side, from a point 10 metres or thereby
north of its junction with Imperial Place, northwards for a distance
of 30 metres or thereby; Hadden Street – North side, from 8 metres
or thereby west of its junction with Market Street, westwards for
a distance of 30 metres or thereby; and on Rosemount Viaduct
– North side, from 52 metres or thereby west of its junction with
Blackfriars Street, westwards for a distance of 71 metres or
thereby.
• There will be parking places established for the exclusive
purpose of allowing vehicles to load/unload goods and burden
on Hadden Street – South side, from 8 metres or thereby west
of its junction with Market Street, westwards for a distance of 12
metres or thereby; South side, from its junction with Exchange
Lane, westwards for a distance of 11 metres or thereby; Chapel
Street – West side, from 13 metres or thereby south of its junction
with Thistle Street, southwards for a distance of 15 metres or
thereby; Union Row – West side, from 20 metres or thereby north
of its junction with Union Street, northwards for a distance of
15 metres or thereby; and on St Catherine’s Wynd – West side,
from 10 metres or thereby north of its junction with Union Street,
northwards for a distance of 15 metres or thereby.
• There will be parking places established, operational on any day,
between the hours of 8.00am and 8.00pm, that allow a vehicle to
wait for a maximum 20 minutes, with no return within 20 minutes;
these bays will be located on Thistle Street – North side, from 10
metres or thereby east of its junction with Thistle Lane, eastwards
for a distance of 40 metres or thereby; North side, from 15 metres
or thereby west of its junction with Chapel Street, westwards for a
distance of 28 metres or thereby; Chapel Street – West side, from
20m or thereby north of its junction with Thistle Street northwards
for a distance of 30m or thereby.
• There will be a prohibition of motor vehicles except for ‘permit
holders’ at any time and for loading from midnight to 11.00am, and
from 4.30pm until midnight, established on: Union Street, between
its junctions with Union Terrace and Market Street; Back Wynd;
Gaelic Lane, Little Belmont Street; and on Belmont Street, from
its junction with Union Street, northwards for a distance of 147
metres or thereby.
• With the exception of pedal cycles, there will be prohibition of
vehicles proceeding in an eastbound direction onto Union Street
at the point of the eastern side of its junction with Bridge Street,
and from proceeding in a westbound direction onto Union Street
at the point of the western side of its junction with Market Street.
• With the exception of pedal cycles, vehicles will be prohibited from
entering Justice Mill Lane via Holburn Street.
• There will be a prohibition on motor vehicles at any time, except
for access, on Belmont Street, from its junction with Schoolhill,
southwards for a distance of 67 metres or thereby.
• There will be a prohibition on motor vehicles at any time, except
for loading from midnight to 10.00am, and from 6.00pm until
midnight, on: Upperkirkgate, between its junctions with Schoolhill
and Flourmill Lane; and on Schoolhill, between its junctions with
Back Wynd and Upperkirkgate.
• There will be a prohibition on vehicles turning right from Union
Street onto the following roads: Bon Accord Street, Crown Street,
Dee Street, Diamond Street, Huntly Street, South Silver Street and
Summer Street. While northbound motor vehicles on the section of
Rose Street, between its junctions with Union Street and Thistle
Street, will only be permitted to turn right onto Thistle Street.
• There will be a disabled parking place established on Flourmill
Lane; north-east side, from a point 2 metres or thereby north-west
of its junction with Netherkirkgate, north-westwards for a distance
of 18 metres or thereby.
• There will be a ‘one way’ restriction on Schoolhill, between
its junctions with Belmont Street and Upperkirkgate, whereby
vehicles, with the exception of pedal cycles, will only be permitted
to travel in an easterly direction.
• There will be a ‘one way’ restriction on Exchange Street, between
its junctions with Imperial Place and Guild Street, whereby
vehicles will only be permitted to travel in a southerly direction,
and on Chapel Street, between its junctions with Thistle Street and
Little Chapel Street, whereby vehecles will only be permitted to
travel in a northerly direction.
• The one way restriction on Exchange Street provided by Article
3 of “The Aberdeen City Council (The Green and Surrounding
Streets) (Aberdeen) (Traffic Management) Order 2010” is
temporarily revoked.
• The prohibition on vehicular right turns from Union Street onto
Bridge Street, provided by “The Grampian Regional Council
(Union Street/Bridge Street, Aberdeen) (Prohibition of Right Turns)
Order 1991” is temporarily revoked.
These measures are necessary for public safety, whereby, as
a result of the COVID-19 pandemic, additional space has been
established on roads to allow for physical distancing and active
travel.
